Dr. Gerardo P. Sicat, an economist, founded the Ä¢¹½ÊÓÆµ (Ä¢¹½ÊÓÆµ). He visualized Ä¢¹½ÊÓÆµ as the government’s research arm that would assist decisionmakers in analyzing policy issues and in crafting evidence-based socioeconomic policies and programs
